Even brand new guitars can benefit from a proper setup. Mass production companies set all their guitars to one specification all across the board for each model of guitar they sell. What this means is that all guitars get set at fixed numbers, meaning a guitar that could possibly have lower string action is set to a higher number because not all of them can be that low. Think of it as a Cost Savings for the companies. They can produce more guitars with lesser quality to meet production quotas without having to reject as many guitars that would fail if they set them up lower.
